Python、Pycharm、Anaconda 三者之间的关系

错误信息： 

ERROR: Could not find a version that satisfies the requirement torch (from versions: none) ERROR: No matching distribution found for torch 

解决方案：

在官网看到，它需要python3.8-3.11的环境。过高和过低的版本都不行。 

重新下载python合适的版本就解决了。
